Access to Alaska Sex Offender Registry

The Alaska Department of Public Safety maintains the Alaska Sex Offender Registry. According to state statute AS 18.65.087, the Department of Public Safety is authorized to keep up the public central registry containing the names of those who are required to register with the state law enforcement agencies for sexual offenses. The sex offender registration laws are laid out in AS 12.63.010.

Access to the Alaska Sex Offender Registry

The Alaska legislature ordered the Alaska Department of Public Safety in 2006 to provide the people of the state with information concerning the compilation and access to child kidnapper and sex offender records in a specific geographical area.  This directive ensured that the information now includes maps to trace the exact location of sex offenders in the region and also links to websites that feature relevant information.

 The Alaska sex offender registry is updated on a regular basis. There are many private websites that are linked to the government website. Information procured from the private websites should be cross checked with the state records. The Department of Public Safety in Alaska does not take any responsibility for any erroneous data available on the private websites. Identification of a sex offender should ideally be made on the basis of fingerprint records and not solely on the basis of a name match. Alaska Sex Offender Registry Database

 The Alaska Sex offender registry database can be searched at http://www.dps.state.ak.us/Sorweb/Search.aspx. Fill out the online form with required details of the offender like first name, last name, the kind of address available with you ( whether it is a residential address, school address or an employment address), details of the address, zip code and the city and click on the “submit query” option. The database contains information like the full name of the offender, aliases if any, fingerprints, driving license number, place of employment, identifying features of the kidnapper or the offender. However, not all of this information is available for public reference.

An Alaska sex offender needs to register within a month after moving into the state or after release from a correctional facility. The duration of registration depends on the degree of offense. One or more than one sex offense or instance of child kidnap requires the offender to register for a span of 15 years. However, the sex offense in this case does not fall in the category of an aggravated sex offense.

A list of the non compliant sex offenders can be found at http://www.dps.state.ak.us/sorweb/list.aspx?SEARCH_TYPE=noncompliant&Preview=FALSE&PgNum=1&FirstName=&LastName=&AddressType=&StreetName=&ZipCodes=&City=. Non-compliant offenders are listed in alphabetical order along with the zip code of their last known residence. You can click on the “preview” option before their name to access their photograph and their address. At present there are 96 offenders who are listed under the category of non-compliant offenders in the Sex Offender/Child Kidnapper Registration Central Registry or SOCKR.

You can also view the complete list of sex offenders and child kidnappers in the state by clicking on the link http://www.dps.state.ak.us/sorweb/aspx/sorcra1.aspx. They are listed alphabetically and have been complied with the sex offender registration guidelines. When you click on the name of an offender, you are re-directed to the profile of the sex offender with the details registered with the Alaska Department of Public Safety. You can view the current legal status of the offender along with his physical details, location, employer, aliases, details of conviction, statute under which the offender was charged and also details like the court docket number.

 

Verifying Information in the Alaska Sex Offender Registry

The information on the website would then be looked into by the authorities and changed if any discrepancy is detected and thereby upgraded. It is meant to ensure complete public safety and security.

Sex Offender Registration Forms

 There have been changes in the registration forms meant for sex offenders in the state.  The new forms are available at http://www.dps.state.ak.us/sorweb/pdf/SOR_Registration_%20Form_12-299-61.pdf  or http://www.dps.state.ak.us/sorweb/pdf/SOR_Registration_%20Form_12-299-61_Fillable.pdf. These forms are meant for first time offenders in the state, for the ones who are re-registering in the state after having served their incarceration term or after the annual or quarterly verification process with law enforcement agencies.

The Alaska Supreme Court passed a directive on July 25, 2008 that the registration requirements where not meant for offenders who were convicted for offenses prior to August 10, 1994. However, they need to register with the Department of Public Safety. The laws in the state are a bit different from that of other states and therefore offenders in the state even if they study or work in other states, should still be registered with the Alaska authorities.

In 2009 some changes were made to the existing registration and reporting norms and the penalties imposed. Child kidnappers and sex offenders had to submit details about their Internet communication identifiers, email addresses and instant messaging address to law enforcement authorities. These also include details like the names or IDs that are used by them in chat rooms or on popular social networking websites. Any change made by the offenders in their email address or chat IDs should be immediately reported to the concerned authorities in writing.

Failure on part of the sex offender to report internet communication identifiers to the concerned authorities can result in the imposition of a Class A misdemeanor charge in compliance to Alaska Statute 11.56.840. Also a child kidnapper or a sex offender in the state is entitled to a Alaska Permanent Fund Dividend or PFD.  In case of failure to comply with registration laws, the penalty may cause delay in the processing of payment from the fund.

The information is collected by the local law enforcement agencies and then forwarded to the federal repository for public and official reference.
