The judge of the court grants warrants as an authorization to enable the law enforcement officials to take actions that is not permissible otherwise. Warrants are basically issued for three main reasons:

Expungement of Warrant Records
Not all warrant records can be expunged specially those which involve felonies like rape and murder. If an individual is convicted for multiple felonies, then it is not possible to expunge those records. If it is possible to somehow expunge your conviction, it will be removed from the public record. All warrant records or conviction will still remain on the NCIC. Law enforcement division will always have your complete record. Felonies unlike traffic tickets have no time limit for removal it from your record.The only way to remove a felony from your record is by providing a petition to state to get the conviction expunged.
