How to Access Information on the Kentucky Sex Offender List

The Kentucky sex offender list is maintained by the Kentucky State Police at http://kspsor.state.ky.us/. This website contains a database of the registered sex offenders in the state as per the changes mentioned in KRS Chapter 17, which you can view here: http://162.114.4.13/krs/017-00/510.PDF. Chapter 17 elucidates the state’s Megan Law. Through this website relevant information is made accessible to the residents of the state in order to ensure public safety and security, because most sex offenders have a tendency to re-offend.

The information available on the website is subject to public dissemination, and, therefore, it can be shared widely. There are no civil penalties imposed upon the distributor for revealing such information. However, there is a statutory restriction that forbids the users to harass a registered sex offender.

Kentucky Sex Offender Restrictions

As per the law of the land, KRS 17.545 states that sex offenders in the state are barred from setting up residence near daycare facilities, schools, or public playgrounds, and they are supposed to be at a minimum distance of 1000 feet from all levels of schools and the above mentioned areas. Any sex offender who violates this rule can be charged with a Class A Misdemeanor on the first instance, and, for every repeat offense, a Class D Felony charge can be leveled against them. Information on Kentucky Sex Offenders

The information that is listed on the website is all that the Kentucky State Police is allowed to reveal to the public. For more information on the offender or the crime that they have committed, one can contact the Administrative Office of the Courts, a part of the Circuit Clerk’s Office in the respective counties. It is the Circuit Clerk who has a detailed account of the crime committed by the offender.  If the conviction took place in another state, then the courts in Kentucky will not have information related to them.  

You can search for the sex offenders in Kentucky by filling out the online form available at http://kspsor.state.ky.us/. The details of the offender are obtained at the time of their registration with the state's Division of Probation and Parole or the Department of Corrections at http://www.corrections.ky.gov/. These details are then forwarded to the Kentucky State Police in order to be incorporated into the database.  The database is updated regularly, except on state holidays and during the weekends. The authorities make sure that the information available on the website is accurate. However, there have been instances where sex offenders have moved out of their residence area without informing the local law enforcement agencies. In these cases, the information available on the website may be misleading.

The online form available at the website of the Kentucky State Police requires you to fill out details like the last name of the offender, the city and county of residence, the email ID, and zip code.

The best way to make a search is to enter minimum information. If you fill out just one search criteria, then you are likely to come across the long list of offenders. If you enter only the zip code, you will get the whole Kentucky sex offender list of that particular area. You can then proceed with your search by clicking on the names of the individual offenders that are listed in the search results.  As soon as you click on their names, you can glance through the information available.

While making your search, you may come across several entries that do not have a corresponding photograph. These entries are of offenders who were registered before April 11, 2000. Prior to that date, photographs were not a mandatory part of sex offender registration in the state of Kentucky. Currently, the process of updating the records with photographs has already begun.

Kentucky Sex Offender Alert

There might also be cases where a sex offender has moved into your neighborhood, and you are unaware of his or her presence. In order to be alerted of any such occurrences, you can register by calling the toll free number of the Kentucky Sex Offender Alert Line at 1-866-564-5652. All you need to do is to enter your zip code and phone number. As soon as the Kentucky State Police receives intimation about a sex offender moving into the area, the residents who have registered themselves on the Kentucky Sex Offender Alert Line are notified.

The registered sex offenders have to submit their residential address to the Department of Corrections before they are set free from prison. Otherwise, they are put under probation by the Division of Probation and Parole. The information is then made available to the state police department. Any change of address is to be reported.

In cases of non-compliance, a Class D Felony is charged on the offender. The address of the sex offender is then verified by the law enforcement officials. The verification form needs to be signed by the offender and reverted back within 10 days. For those sex offenders who have a lifetime registration, this address verification procedure is carried out regularly, every 90 days. The offenders, who have a registration span of 10-20 years, have to undergo this verification once a year.

The registration process takes place only after the individual has been released from prison.
