The DOC supervises the operation of all prisons in Oregon. It was formed in 1987 by the state legislature, and is responsible for the custody of Oregon prison inmates. The mission of the DOC is the promotion of public safety by making criminals accountable for their actions and then rehabilitating them in an attempt to curb future criminal behavior. The DOC takes a proactive role in the development and implementation of criminal justice policy. It also ensures proper fiscal management and offender program implementation, and encourages the smooth functioning of the justice system, which extends to areas beyond the boundaries of the Department.
