Sex offense is something, which is defined differently in different parts of the world. In the US, a State Sex Offenders can be categorized into four levels. These are level 1, level 2, level 3 and level P. Except level 1 offenders, information on others levels of offenders are stored in a public database, which can be accessed by public both offline and online.

There are various websites, official as well as private, where you can obtain information on the sex offenders. The National/State Sex Offender Public Website is coordinated by the United States Department of Justice. This database lets every citizen of the country as well as from around the world, to search for sex offenders from all the 50 States. If you click on any of the state’s name, you will get various parameters to search. You can search by last name, zip code or state name. The search data will provide you with the first and last names of the person, current residence address, ID of the offender, date of birth, sex (gender), risk level, race, ethnicity, height, weight, hair color, and color of the eyes. Additional information like conviction date, basic information of the victim (the names are not mentioned though), conviction charges, sentence (and duration of sentence), current employer info, and vehicles are also available.
Each state has its own database of sex offender records as well. You can conduct a search on these databases as well. For example you can conduct a Florida Sex Offender Search at http://offender.fdle.state.fl.us/offender/Search.jsp. The webpage also gives you the option to conduct a neighborhood search and an email or IM search. For Ohio Sex Offender Search, available from Electronic Sex Offender Registration and Notification Program, you need to visit http://www.esorn.ag.state.oh.us/Secured/p21_2.aspx. Or for California Sex Offender Search you need to go to http://www.meganslaw.ca.gov/disclaimer.aspx?lang=ENGLISH and accept the terms and conditions of use and you would be navigated to the search page.
It must be noted that the information obtained via this way is strictly for acquiring knowledge. The name(s) of the sex offenders should not be used to harass, injure, or indulge in criminal activities against the said person. Everything done against a sex offender will be met with criminal prosecution.

For providing information on sex crimes and abuse, the people to contact are FBI and County Sheriffs. The US Department of Justice and the Office of Justice Programs take care of crimes related to sex.
Primarily, a sex offender is punished under Megan’s Law, which generally is not a single law but an informal name given to a combination of laws used by the law enforcement authorities. It is designed to penalize as well discourage them from committing similar acts in future. This law is ordained and implemented based on the originating state (i.e., where the crime has taken place). Most of the states have restrictions on where the sex offender can stay after completing their sentence. Limits (i.e., around 1000 – 2000 feet) are imposed to keep them away from places like daycare centers and schools.
