Arkansas Sex Offenders Registration Information

In Arkansas, all sex offenders who have re-registered themselves at the ACIC, need to submit themselves to a program for the screening and risk assessment of sex offenders for the purpose of evaluation. This program is run by the Arkansas Department of Correction. On the basis of the assessment made by this program, each offender is assigned a risk level.  Level 1 represents a low level of risk, Level 2 indicates a moderate risk factor, Level 3 indicates high risk factor and Level 4 is reserved for the “sexually violent predators”.  If an offender fails to register for this evaluation program, he shall be automatically assigned a Level 3 risk category.

According to the Arkansas Code 12-12-913 (j)(1)(A), information on registered sex offenders who have been assigned a risk level 3 and risk level 4 are to be made available on the state of Arkansas’s official website.

Searching for Sex Offenders in your Area or Neighborhood

The Arkansas Sheriff’s office runs a program called ‘Offender-Watch’ which is a registered sex offender management and community notification program. This system is supported by the law enforcement agencies of several states in the United States. The Offender-Watch program keeps updated information about the registered sex offenders and their residential addresses as well as the registered vehicles used by them. You can punch in any address in the Arkansas State and look up the details on the offenders who reside within the radius of the address entered by you.

The sex offenders may change their locations frequently, so it is a good idea for you to register with the Sheriff’s Department to receive updated alerts and reports about publishable sex offenders in your area. The Offender-Watch program allows you to confidentially look up unlimited addresses of offenders residing in Arkansas State, or register the addresses of your home, day care, park, school, work, gym and such without any cost. The staff at the Sheriff’s Department will be constantly monitoring these addresses and send alerts to you through your email and inform you if any offenders move in, within a specified radius of the addresses mentioned by you.

Arkansas Sex Offender Registration

The State of Arkansas requires all sex offenders to register themselves. The details of the Arkansas sex offender registration can be found in the Arkansas Code of 12-12-901-12-12-920. The Arkansas Sex Offender Registration Act of 1997 provides information on who needs to register. According to this Act offenders who need to register themselves include:

•    Any person who has been convicted of a level 3 sex offense or has committed a sexual offense against children for which he or she has been convicted within the Act’s effective date needs to register themselves.
•    Any individual who has been acquitted on grounds of his mental illness or any other defect for the listed sex offenses also require to register himself.
•    An individual  who is on probation, or on parole, or who had been incarcerated or is serving his sentence in the form a community service as an upshot of a guilty sentence for one of the offenses that is listed in the Arkansas Code of 12-12-901-12-12-920
•    A sex offender who has relocated to Arkansas from another state or another jurisdiction requires registering himself or herself with the appropriate law enforcement agency of the State of Arkansas, within 3 business days after such an individual has managed to establish residency.
•    An individual who needed to register under the Habitual Child Sex Offender Registration Act of Arkansas (12-12-901) also needs to register himself under the Sex Offender registration Act of Kansas.

Sex Offender Registration Form

The Arkansas state laws (ACA 12 -12 -904) requires that the information on an individual’s sex offender registration form to be reported at the Arkansas Crime Information Center (ACIC) within a time frame of 3 days after the form has been filled out and registered so that the information can be entered in to the Arkansas State as well as at the National Sex Offender Registration Files.

The Sex Offender Registration Form contains details such as the name of the sentencing court. It contains an offender’s personal details such as the offenders, last name, first name, any other aliases used by that individual, date of birth, age, sex, race, eye color, hair color, height , weight,  social security number, state identification card number, driver’s license, his AR SID. If this is not available then, two sets of prints of the AR SID identity card with registration needs to be sent along with this form.

Other information that needs to be filled out in the form are; information about any scar, tattoo or distinguishing marks, information about the vehicle used by the offender; its model, color, license number of the vehicle, the state in which it was registered, name of the  owner of the vehicle if it does not belong to the offender. Details about the offender’s education, employment status, place of employment, residential address, and the nature of crimes committed along with a brief description of each crime and information about the victims if these are available also need to be filled out in the form.

Form for Change of Address Notification

According to the Arkansas state laws, sex offenders need to notify the Arkansas Crime Information Center (ACIC) about any change in residence, within 10 days of establishing a new residency. If an offender fails to register and report a change in his residential address within 10 days he will be charged of a Class C Felony and will have to face further prosecution.

The change of address form for registered sex offenders is available as a PDF file. Registered sex offenders need fill out this form and then mail or fax it to the Arkansas Crime information Center (ACIC). Alternately, state law enforcement agencies can also mail or fax a duly filled and signed change of address form for the sex offender to the ACIC.
