Kansas Sex Offender Registration Requirements
The Kansas Bureau of Investigation (KBI) is the agency that holds the records of Kansas sex offenders. Both the general public and Kansas sex offenders can visit www.kansas.gov for details regarding sex offender registration as well as public safety and the prevention of crime.
Public Information on Kansas Sex Offenders
Victims and witnesses of sex crimes, as well as concerned parents, have access to the names of any sex offenders living in their neighborhoods in Kansas. They can request to be sent e-mails regarding any activity of a Kansas sex offender in their specified area. The emails will warn the user if certain new Kansas sex offenders come to live within a mile of the provided address. The citizens of Kansas have the right to inform the local sheriff’s office or the KBI Offender Registration Unit at (785) 296-2841 if they discover that a Kansas sex offender has provided false information or has not provided updated information regarding his or her location. The discrepancy can be reported at http://www.dc.state.ks.us/kasper, or by contacting:
The Kansas Department of Corrections
C/O Public Information Officer
900 SW Jackson, 4th Floor
Landon State Office Building
Topeka, Kansas 66612-1284
Mail: kdocpub@kdoc.dc.state.ks.us
However, not all information maintained by the Kansas Bureau of Investigation is available for public disclosure and therefore some details are not available on the website. The Kansas Supreme Court ruled in the State v Myers 260 Kan. 669 (1996) case that all sex offenses that were committed before the 14th of April, 1994 are not a part of the website’s database and are therefore inaccessible to the public.
You can search for Kansas sex offenders online by logging on to http://www.accesskansas.org/kbi/offender_registry/. This website requires the user to enter a few details about an offender so that he or she can be identified and more information can be displayed. The KBI updates its website every quarter of an hour to ensure that the information provided is correct and complete.
Kansas Sex Offender Registration
The Kansas Offender Registration Act, also known as K.S.A. 22-4909, went into effect on July 1, 2005. Kansas sex offender registration is a requirement for any individual who has been convicted of sexual molestation of children, sexual exploitation, incest, child rape, and other sexual offenses. Kansas sex offenders are required to register with the local Sheriff’s office. When registering, a Kansas sex offender must provide certain information, such as his or her name and aliases, age, sex, date of birth, eye color, hair color, race, height, weight, and a photograph. The offender must also disclose his or her residential address and the name and address of any higher learning school that the registrant may be attending in Kansas, the name and address of his or her place of employment in Kansas, the details of the crime that he or she has been convicted of, the conviction date, and the date of registration, in case of re-registration.
Kansas sex offenders are required to register for 10 years from the date of the first conviction, while a second conviction demands registration for life. Certain offenses require the registrant to register for life after the first conviction. If an offender fails to comply with the registration requirements, the registration period may be increased.
If a sex offender was convicted in another state and then moved to Kansas, the offender's personal information, along with the details of the crime that he or she has been convicted of, can be obtained at www.nsopw.gov.
