Sex offenders in Minnesota must be registered according to the guidelines established by law. The general public, including victims and witnesses of crimes, has access to information regarding Minnesota sex offenders for safety reasons.
Public Information Regarding Sex Offenders
As a measure to ensure the safety of Minnesota citizens, information regarding registered sex offenders has been made available to the general public at http://www.doc.state.mn.us. For information on sex offenders in Minnesota, anyone can visit https://www.revisor.mn.gov. Sex offenders who are considered to be a low risk to the public are termed level 1 Minnesota sex offenders. Level 2 sex offenders are considered to be a moderate risk to the public, and individuals classified as predatory sex offenders are termed level 3 MN sex offenders.
As per Minnesota Statutes 244.052, level 3 sex offenders are listed on the website of the Minnesota Department of Corrections at http://www.corr.state.mn.us/level3/Search.asp. Any information received by the Minnesota DOC is published within a span of 48 hours from the time they receive the information from the Department of Corrections. Users can search for an offender on the basis of name, city, zip code, and county. If you find that a Minnesota sex offender is not registered with the correct information, you can report the discrepancy to the local sheriff’s office or law enforcement agency.
Minnesota Sex Offender Registration
To register as a Minnesota sex offender, one must contact Bill Donnay, the Risk Assessment/Community Notification Director at the Minnesota Department of Corrections (DOC). One can also call (651) 361-7360.
An offender who is released, adjudicated, or sentenced is required to register. A MN sex offender must provide certain information at the time of registration, such as his or her name, aliases, age, sex, date of birth, residential address, work address, as well as the name and address of any higher learning school that he or she may be attending. Other information collected includes fingerprints, details of the motor vehicle that is used by the registrant, photograph, DNA sample, and any other information that may help identify the individual. The local law enforcement agency is responsible for verifying the offender’s reported address physically.
Upon conviction, a sex offender is required to register for a period of 10 years or for the time period of supervised release or probation, depending on which is longer. Certain registrants are required to register for lifetime. Extensions are added to the period of registration for infractions. Sex offenders are required to notify a law enforcement agency if they are moving to a different address. The offender must provide this notification within five days of moving.
If it is discovered that a Minnesota sex offender is not registered, did not comply with the registration laws of Minnesota, or provided false information, he or she will face a penalty. The first offense of non-compliance is a felony, resulting in a minimum jail sentence of a year and a day. The second offense of non-compliance will result in a sentence of two years in prison.
