Missouri Sex Offender Information

The government of the state of Missouri, United States of America keeps a record of the sex offenders in the state. This is done through a process of registration of sex offenders that helps keep a track of the location and present activities of the offenders. Any person who has committed a sex crime, the definition of sex crime differing from one jurisdiction to another, is regarded as a sex offender. Offenses like sexual abuse of children, filming and downloading child pornography, rape fall under sex offenses in all jurisdictions.

With 67% of all sexual assault victims being under eighteen years of age and the sex offenders in most cases being a person known to the victim, the state government of Missouri developed the sex offender registry of the state and implemented it from January 1995 onwards in a bid to reduce sex offenses and make the community a safer place for all.

Missouri Sex Offender Statutes

Sections 400 to 425 and 43.650 of Chapter 589 of the “Revised Statutes of Missouri” make it mandatory for the Missouri Highway State Patrol to maintain a Missouri sex offender database and make it accessible to the public via the Internet.

Section 589.400 enumerates the offenses that need to be registered with the authority. These include all felony offenses under Chapter 566, including those where the victim is a minor and those involving conspiracies and attempts. Offenses that are not under Chapter 566 but require a registration are kidnapping (other than a kidnap by any parent or legal guardian), promoting first, second and third degree of prostitution, sexual exploitation of an under age, possessing and promoting child pornography, providing minors with pornographic material, acceptance of vulgar material by intimidating the victim, incest, using children in sexual performances, display of explicit sexual material in public and promoting first degree obscenity.

The list also includes crimes like sexually endangering the welfare of children, sexual intercourse or sexual contact of any kind with a person residing in a nursing home, and sexual abuse of children amongst others.

Section 589.400 also states the instances when a person is required to register with the government. It is applicable for all convicted since January 1, 1995. People who have been convicted of, proved guilty of, and were sent to the Department of Mental Health for being a sexual psychopath are some of the people who need to register with the authorities.

Any person who is required to register must do so within three days of his or her release from incarceration, conviction or being placed on probation. The registration must be done by the offender in person with the CLEO or the Chief Law Enforcement Officer. Fingerprints must be attached along with the statement of registration.

Section 589.407 mandates the offender to provide the following information with his application of registration:

•    Social security number, name and DOB

•    Alias names if any

•    Age, sex, height, weight, race and other physical description including any identifying mark

•    Vehicle owned or used by the offender

•    Photocopy of the offender’s driver’s license

•    One recent photograph to be submitted every year

•    Offenses committed and the time and place of committing the offenses

•    Sentence and release date

•    Present address

•    DNA sample and palm prints

Missouri Sex Offender Database

The Missouri State Highway Patrol’s Crime Lab collects DNA samples of all registered offenders and stores the information in a DNA database. The sex offender database can be accessed by the public via their official website. The sex offender registry contains information on a Missouri Sex Offender based in any of Missouri’s hundred and fourteen counties.

The registries maintained by each of the counties are accumulated to form a single pool of data by the Missouri State Highway Patrol. The records contain individuals who were convicted. Although it may not contain names of all offenders in a given area but the records are updated regularly to incorporate as much data as possible.
